Can you provide a workbook with a small dataset. What's important is the way the data in structured.
Please find attached the sample data and the visualization that I have been able to create.
Using dual axis I have been able to show the Current Year (in bar) and Previous Year (in diamond).

Here's the finished workbook. You needed to synchronise the axis and to add Budget on detail to be able to use it as a reference line per cell.
I assume you might have overlooked the budget number (atleast the data you show has budget for 2015 as well). It should normally be reflecting latest year (2016).
Here is another way of comparing the Actuals vs Budget vs Prior Year - The good thing I like about this viz, is that tip of the arrow shows the latest year and the other end being the prior year. Using the up / down arrow clearly highlights which months have a higher YoY value. The shaded part is the budgeted area. If the tip of the arrow (latest year) is outside shaded area, then actuals in latest year has exceeded the budget and vice versa. See if this type of visualization fits your story telling.
I basically achieved this using the dumbbell chart for the arrows representing the actuals and a shaded reference for budget.
