I believe what you are trying to achieve is described in the following article: Swapping Measures Using Parameters | Tableau Software
The principle is to create a parameter, then show a different measure based on the selection.

Unfortunately there is no way to dynamically change the axis title.
Is there any alternative?
One proposal is this.
[Title at Max]
if SUM([Measure Selected])=window_max(SUM([Measure Selected]))
then [Select Measure] end
Or if the final VIZ is dashboard, you can change the parameter tile to float and put it on good location.
Thanks this is decent workaround but the user is not liking it.
That (User's detail request VS Tableau's capability) is always a problem.
Considering available interactive function and performance, sometimes those are not big matter, anyways,
