However, there is a wacky method that was suggested in the below link. Check if that helps put a temporary solution to your need.

Just place a blank container on top of the area (in your case, the dimensions) to restrict any mouse activity on the blank container area.

I still want to see an example of this. I have dashboards and crosstabs of all sorts all over the place. I've been trying double click on them, and never to I get the filter behavior described here.

I doubt this is an action thing. If an action were causing a filter to get added, it shows up with a format like this: Action(fieldname): value

When you are writing a reply, you will see in the upper right corner of the edit window: "Advanced editor and add an attachment". Click that.
You get put in the advanced editor. In the lower right of the advanced editor is "Attach". That's how you attach. -

Huh. So all this time in trying to duplicate this, I've been clicking on one of the crosstab values, not on a dimension value.
I never knew Tableau did this.
And I don't know why it took seeing your example to turn on the light for me to try it on a dimension value.
I learned something today.
If I ever had a user tell me this was a problem, I would put a blank over the dimensions to prevent it.
There are limitations to this though. If the user wants to (single) click on a value to highlight the whole row, the blank would prevent that. Also, if you have a hierarchy that expands/shrinks by user action, the blank is a fixed size and either it wouldn't cover the expanded dimensions, or if you made it big enough to cover the max expansion, when the hierarchy is shrunken, the blank would be covering data cells.Note: If the user accidentally double-clicks and a filter gets added, the back-arrow will undo it.

On your dashboard, FLOAT a blank over the dimensions.
Click FLOAT. Drag a BLANK onto the container. Drag it to the correct position and size it to cover the dimension values.
That's what Pavani in the posted example.
