If you can resturcture your data this should be possible. If you can combine your 2 division fields into one field - i.e. union the data, also creating a new field to identify the division type, either Prog or Residing.
I'm not sure if that's clear so for example you might have:
ID Residing Division Prog Division 1 A B 2 A A
If you're able to change your data to the following structure you should be able to have just the one filter:
ID Division Division Type 1 A Residing 1 B Prog 2 A Residing 2 A Prog

Taking the table below as an example,
Residing division Prog division A E B D C A D A E B A B G J H C F D
When I filter 'A' in the residing division, I don't want a return value of 'E' & 'B' in the prog division. I would want it to return all the 'A' values of prog division instead.
Would this be possible?
Might seem a silly question...but why not just filter on Prog Division. It seems like that is what you actually want to do?
Erm, cause we want to minimize the # of filters on the dashboard itself. Was hoping that the residing division filter could effect the prog division directly instead of putting down another filter.
