My recommendation is to only use a single colour legend. I would remove the title on both graphs and edit the axis on them so that one says Open Req and the other one says Planned Req. Then I'd add a text box above them and place the colour legend next to the text box.
So you'd have a a vertical layout container.
Inside the vertical layout container at the next level I'd have a horizontal layout container and the graphs.
Inside the horizontal container I'd place a text box to make my title and the colour legend. I'd further put the colour legend to be on the far right hand side or just below the title if you so choose in a single line. If you choose the latter you will not use a horizontal container here but rather would resize this object so it had a set height within the vertical layout container.

Thanks Carl. The design tips are super helpful. One more question, The text box are floating on the dashboard. Is there any way to fixed it so that the text box will not move from time to time ?
Sorry - am mobile- hopefully you can read this well.You will want to drag
in a layout container from the left. Once you have a text box that's on the
dashboard already click on that text box. See the little group of dots in
the middle? Shift + left click and drag it into the layout container. When
placing an object in a layout container you should see a grey space within
it and a blue edge around the container letting you know where it is

Sorry for the late reply. Thanks a lot Carl for your instruction. I assume that the text box is floating on the blue area in the original post.
Based on the steps shift+left ,drag steps, it becomes titled and separate from the blue area ,which does not make them as a whole. Right?
I still want the YOY# open req and the red frame as a whole while it is very bothering when the floating text box moves to different place when the device changes. Any advice?
