As you have multiple columns of data. It would be had to be shown on a single chart.
So I suggest is to have two Parameters so the user can select them.
Use one for Color and Use another for Size.
Bubble chart / Heat Map works well.
ScatterPlot is a great Chart too.

Here is one example.
I recommend starting from clean up excel data,
click F5 to get "jump" functions.
Select data area (excluding row/column header) with below criteria.
Excel selects all text which is Null in data area.
Delete all selected cell with click delete.
copy entire data from excel and paste it in Tableau.
Or connect to newly saved excel.

I just created very simple dashboards and some uses Parameter. Please use them based on your needs.
You can create multiple charts and have them in a Dashboard. Hence you can show all your measures in a single dashboard .
