Put the calculation field you want to be the reference line to the Detail shelf. Then you'll be able to add it as a reference line.
It should be a field available when you add a reference line (right click on the axis to add a reference line). You may need to add it to the Detail shelf of 'All' marks.
I got the trick.
And now here is another problem.
The calculated field is the overall hardbounce rate which is calulated based on all the data in the dataset.
The formula in Tableau is
But when I drag the field as you auggested, the number on the reference line has become the average of the 7 dots (hard bounce rate of each segmen) in the graph.
I assume it is related to the level of detail.
How can we manage to get the average based on all data in the file instead of the 7 segments though we still need the line be shown in the same graph.

Try changing the formula to:
WINDOW_SUM(SUM([Total Hard Bouncebacks]))/WINDOW_SUM(SUM([Total Sends]))
or TOTAL(SUM([Total Hard Bouncebacks]))/TOTAL(SUM([Total Sends]))
