I would try to do it in the following order:
1) Download the Tableau Workbook from your original server
2) Open the Tableau Workbook with Desktop and adjust all the different connections to make sure they are all working. And that all your visualizations are still working
3) Publish your adjusted Workbook to the Development server
4) Test all connections
Did you already try this?
This may narrow where the issue is located.

I downloaded the workbook from our production server, and opened it in Desktop. I get the same issue. I get a message that states "Multiple Tableau Server connections are not supported". Oddly enough, if I try to do the connection change again, I get an "Internet communication error: Couldn't connect to server" message.
Maybe contact your IT Department to check if all those servers are reachable from within your network?
The servers are available...if I start a new workbook I can grab data sources from the dev server. I have been able to switch the connections on other workbooks, it is just this one that is being stubborn. I have put in a support ticket about this, and hopefully they can tell me what I broke....
