To select individual values instead of a range of values from a filter, the field on the filters shelf must be discrete instead of continuous. To convert the field to discrete, right-click on the pill on the filters shelf and select "Discrete".
Once the filter is discrete, right-click on the pill and select "show quick filter" for more controls. You can also change the layout using the quick filter menu. A quick example is shown in the following tutorial:

I understand we can change it to "Discrete", but the issue is I want to keep the slider format, and be able to select a range of values on the slider
Is the issue that the date is encoded as a number instead of a date? In that case, I would suggest converting the field into a date by separating the "10", "20", "30" day-part from the "1000", "0200", "0100" time part, then using DATEPARSE or DATEADD to combine them into a single date. If that is not your question, I think I will need a packaged workbook or something to understand the question better.
Sorry I didn't describe it clearly. it is not date, just weekday only, Monday - Sunday.
I am trying to work out the number of customers during a period of time, eg. between Mon 10AM to Tue 2PM
I have combined weekday and time into below format:
10 to represent Mon, 20 for Tue...
Mon 10AM: 101000
Tu 2PM: 200200
So is 101023 and 101024 Monday 10:23 and Monday 10:24? Why would you not want those values?

I want to have a slider which has 1 hour time step or 30 minutes time step.
So show Mon 10:00 and Mon 10:30 only
And be able to select a range of values on the slider. eg. Mon 10: 00 to Tue 20:00
I don't think there is a great way to do this. Parameters have options for "step size", but filters do not. I would suggest using parameters instead, similar to the article below (although using numeric parameters instead of dates, given the data). This won't have the same nice range slider feel, but will give you the step size functionality. You might also submit a feature request for step size for filters to the ideas forums.
