I would use the following calculation:
IF [Type] = "-"
AND [Position] = "-"
AND [Change] = "-"
THEN "Show all -"
ELSE "Hide all -"
Put this in a calculated field and add it to your filter.
This will hide all the records in case all three of them are -
I would not hide this one:
Since it still contains other usefull information.

Follow up question, I can get this newly created filter to show up in the Worksheet, but if I then add this worksheet to a dashboard - how would I show this filter?
