Firstly, can I ask why you need wish to do this?
The short answer is yes. To restart a process, go into task manager, find the process, and kill it. It will (should) re-spawn.
I wouldn't advise doing this on a production environment though, as there may be unwanted / unexpected consequences of doing this.

In tableau server ,cache service are down ,in this time i cant restart the entire server .
So planing to start the cache service individually if possible.

If you have a problem with your Cache Servers stopping and/or needing to be reset for unknown reasons, please make sure to open a support case and report this. You may not be the only one experiencing this behavior, and it would be better to get a "real solution" versus the stop-gap measure it seems like you're considering
