Could be me, but I don't think you have a West region in your data at all (so not even that you have it, but it's not got any sales for the selected period).
If the entry was there somewhere, we might be able to get to this. Did you mean to exclude it totally from the data?
On this screen-grab I've no filters (and couldn't find any datasource, global or extract filters), and no West region.
Let me know on the above and I can take a look.

If you look at my first picture above, it is the source data that has West in the data, but no sales value against the months.
The second picture is Tableau output based on the first picture (Ignore the numbers though). Excel numbers were the one's I mocked up, Tableau numbers are from super stores data.
I haven't filtered for West, but this was not displaying as it has got no sale value.
My requirement is to display West region in Tableau as well irrespective of its null value.

I think you're missing something in between. Itried making the data similar to you showed here and tried to visualize in tableau.
West is also coming bro!
