    Item Count Distinct

I have tried to create a simple example here, while the actual data will contain many thousands of rows, so will be difficult to amend.

I would like to create two counts, first the number of Unique 'Risk ID' where 'Risk ID Exist in Rater' equals 1, the answer to which should be 2.

And secondly, a second count with the number of unique 'Risk ID' + 'Section No' where Section No Exist in Rater equals 1, the answer to which should be 5.

I have created a calculated field called 'Item Counter' which helps create a field on which I can count distinct, but I do not know how to place a contingency on it to only count when the last digit is a '1'.

      Tableau example attached.
