Please read the full question, and I highly suggest you take a look at the screen shot which confirms the claims in my question.
"I've clicked on 'Done' which then takes me out of edit mode and I then view the same and the changes I made do NOT take affect."

Is this Tableau Online?
I would say that the Save permission and the Download Workbook/Save As permission is not set, assuming you have the Publish role: Grant Web Edit, Save, and Download Permissions.
Yes, this is Tableau online. I have installed Tableau Server and am accessing these worksheets via a web browser.
I am logged in as a user called Development. This user has a role called Development. Please see the image below. As you can see I have given the Development role Project Leader access on the Project, and Editor access on the Workbooks. I have also set the project to 'Locked to the project'.
Yes I still cannot save the workbook, while logged in as the Development user. As you can see I have ALL permissions for this role at the workbook level. Yes I still cannot save. Is there another set of permissions other than what I'm looking at ?
Thank you. The issue I was having was realizing that a site role is different than the Groups we create.
The group has to have correct permissions on the workbook, AND the user has to be given a site role of Publisher. Two places to edit access, not one like I originally thought.
Permissions are not an easy topic and Tableau's use of similar role names doesn't help. Here's a similar topic in the Server forum about this that may help:
