I am getting the following error: "This file was created by a newer version of Tableau. Please contact Tableau Software to upgrade your version."
I am using version 9.0.
I dont have V9, so I have changed the version in xml and am just attaching twb ( no winzp), please find the attached.
1. Add MIN(0) calculated field twice to rows shelf
2. From the Marks card, expand the first Min(0), add "Measure Values" to Label and reduce the size
3. Expand the second one and switch the label
4. Go to the rows shelf and right click on second pill > Select dual axis
5. The last step is to unselect "Show Headers" by right clicking on both the pills and remove zero lines ( Format > Lines > Zerolines > None)

Thats a great technique and I am sure that will help me a lot in the future. Although I do face an issue here. I have an action filter set on Sponsor. If you click a different sponsor then the view changes. The view is not acting the way it should be.
Below is the All IT View which is fine.
For example I will choose "Lee, Mike" as a Sponsor.
This view is confusing because if the values are zero I would believe the pie charts won't even show up instead of just showing 0 value and on the right side as you can see it shows me both 0 and 1.
I am not sure what to do here.
Unfortunately this issue is still not resolved as I am having some issue because of the action filter.
No worries -- I was just making sure everyone reading this thread was AWARE that mark labels can simply be moved. I'd have to open up the workbook and take a look at the issue you're describing and try to better understand your expected output before offering a solution -- unfortunately, I don't have much time to do so right now.

Use Tableau Public to download it and open it. See if it works for you.
The key is to create two pies and put labels on the smaller one. Then dual
