Please see the attached workbook. My solution was to use a shared axis and a dual axis on the same graph. Since you have three values I made a shared axis with two values on the same axis and the third a different scale on the secondary axis. When you want measures to share an axis drag them so that they cover the axis you want them to share and when you want a measure on an opposite axis drag them to the other axis so that they are on the opposite axis.
This dual and shared only really works with X many on one axis and 1 measure on the opposite. We can exploit the measure names/measure values but we cannot have two separate mn/mv (not yet at least)/
