You will need to pre-process your file before connecting it in Tableau. If you're connecting to a database, you will find plenty of information on doing this with a quick google - sql server - Turning a Comma Separated string into individual rows - Stack Overflow
If you aren't using a database, you could use a scripting language like Python or C# to achieve the same.
