Those aren't lat/long combinations in that file, they look like an X/Y co-ordinate to me. It does appear as if you can download shape files off that same page which you would traditionally use in a GIS tool.
How you get that X/Y converted to a Lat Long for Tableau is a little beyond me unfortunately.
