You need a datasource filter. Those will apply to every single query that is running against this datasource, for all the users.
Alternative is to add a filter to a sheet and make it apply everywhere in the workbook:
Couple of clarifying questions though:
- Are you using published datasources in your workbooks?
- Is there more than 1 workbook that needs to be filtered in the exact same way?

1. Yes we are using published data sources (tde) in our workbooks
2. There is ONLY 1 workbook.
The filter of records should be done by the user (on the dashboard) not in the desktop. e.g. when doing analysis if user wants to delete a complete day or entity name (where the performance (sales, or any criterion) has been bad), they should be able to permanently delete that record. This requirement is analogous to "Exclude" option on right click option in Tableau Desktop and pubslihed dashboards, however, the changes need to be saved permanently and should be available to all users (under all logins).
To my knowledge - this is not quite possible.
Basically you want anyone to be able to reauthor the workbook and republish it to the Tableau Server.
Closest thing that comes to mind is Custom Views however one user cannot modify other user's view so you would have to have single user doing the filtering.
p.s. it's probably just a terminology thing however Tableau never deletes anything from anywhere. Only thing Tableau can do is filter.
If the user has Edit functionality on server he/she can filter out desired records and apply to all worksheets and save.
