You can do this in a couple ways. I've attached a workbook with a couple examples. The first example adds two reference lines (one for each axis), then makes sure the option to recalculate the lines is checked:
This will show reference lines at their default positions until you click on a country, then they will recalculated.
The second option uses calculated fields and a parameter. This is more manual and doesn't allow the option of clicking on a circle/shape/mark, but it moves the interaction to a parameter control.

Attached is another attempt for you. Things get a little messy adding in that many lines (I added the Std. Dev. for both the Sales and Profit), but it works. I also made sure to uncheck the value that recalculates the lines. That way the line highlighting the point moves, while still leaving the Std. Dev. lines.
Also, if you want to readjust the axis, you can do it by double clicking on the Global Average. This is limited though since it will only fix the axis where it stands, and will not update when new data is brought in.

I am using Tableau 9.2, if you can share with me the workbook in the 9.2 Format
to downgrad file
Change downloaded filename
open zip file and extract.
Open filename.twb from extracted files with Notepad
Find Replace '9.3' with '9.2'
close and Save
Copy and paste this new twb to filename.twbx.zip and replace old file
Rename filename.twbx.zip to filename.twbx
File should now be downgraded
