Hello - Tableau to work on any data, data has to be in the following form. If your data contain semicolon or any special character then that has to be cleansed first. Building right data is the solution for 50% of the problem. Once you build your data in this format, then if you filter on "London" then you will get Customer X and Y
There is a solution to this, I'll try and explain, just let me know if I don't make much sense:
Create a parameter called Cities (or anything you want):
Then create a calculated field called Filter:
Now drag Filter to the Filters shelf and filter for Yes:
Show the Parameter control and it should all work.

I only added an "All" Option to it:
1) new calc field (named Paramter_all):
[Parameter].[Cities] = 'All'
2) and put it in your calc field:
if find([City],[Parameter].[Cities]) >0
or [Parameter_all] then "Yes" else "no" end
