I pivoted the data in the data source in order to create the shape of the date required to achieve this.

What you are looking for is something most would refer to as multiple conditional formatting: Older But Still Useful – Conditional Formatting | Drawing with Numbers
In this it allows each measure to be coloured independently. Another method would be to alter the shape of your data so that instead of three measures you would only have 1 measure with an additional header.
Your data would go from this structure:
ID Form 1 Complete Form 2 Complete Form 3 Complete 1 0 1 1 2 1 0 0 3 1 0
to this structure
ID Forms Complete 1 1 0 1 2 1 1 3 1 2 1 1 2 2 0 2 3 0 3 1 1 3 2 0 3 3 1
We can do this with pivot from within Tableau or by altering your underlying data source.
The reason the second method would work is that you are colouring seemingly on only 1 rule (1 or 0) and although each cell is treated independently we can use this method because it is the same rule throughout each cell.
Many thanks for the reply. In fact, I have connected data base live to tableau and expect real time updates. As I know, I can't use pivoting when connected data source live. I am sorry if I did not tell my requirement well.
