No! I don't think tableau has such feature where any user can store or share a file in any share drive. You've to ask your system administrator to configure a shared drive in your machine where user can share the files. When you published the report and give access to see the report in tableau web server to your users who have some specific roles (interactor, viewers, publishers and so on) who can view the report, download the data from the viz etc. Its only possible If you've given those privileges to the users. Another option giving access of web edit of your published report to the users who can modify your report. But there is a risk If user made some changes then you wont get back your original view. You've to again build the report from scratch. I think this wont help much. You're a developer who is building the report. You shouldn't give the developer access to the user who can replace the data source. It doesn't make any sense. I guess you know how to edit the published data source in tableau. Here is some useful links which may help you to give the ideas. Feel free to ask If you've any query.
Thanks Mahfooj, the user knows what format to supply the data already and are they are the only ones using it, so they won't be tripping anyone up if they supplied it wrongly.

Hi, my network team has created a secured folder on the network that only the users and me have access to.
Now the user can drop the file in there with the exact same name; same format.
However, in order for it to refresh whenever the user updates the file, when publishing, at the bottom of the screen, uncheck the "Include external files" option.
(If it is checked, the dashboard will look for the file in your development machine and not the one in the secured folder).
