To do what you want you have to buy a Desktop license. You could find all the workbooks you're interested in and then sign up for the 14-day trial and get some insights, but only for 14 days.

Unfortunately with the tableau public software you can only view reports saved on tableau public.
To open or view other downloads you will need to download tableau desktop.
But if you are just looking to learn from examples you can download and view most of the reports on the tableau public website.
also if you require help with a specific task you can let people know you are using public in your request and community members can help accordingly.
