If each HTPP (City1-11 in your spreadsheet) has a separate benchmark but you're only applying that benchmark to one measure (in the example above it's the "LY" field) then you could set up an IF/ELSE statement
IF [HTTP] = 'City1' AND [LY] > 0.11 THEN 'Red'
ELSEIF [HTTP] = 'City2' AND [LY] > 0.02 THEN 'Red'
ELSE 'Green' END
And add that field to the colours shelf of a highlight table which should colour all measures in the table according to the benchmark result.
If you want to be able to change the benchmarks without going into the calculated field in tableau desktop you could have a separate spreadsheet with HTTP and 'benchmark' fields, blend this to your data on HTTP and use a simple boolean calculation to find if each city meets the benchmark.

Thanks Veronica.but the requirement is only red and green colors based on the benchmarks for the ly, ytd and current month columns . Is there anyway we can get to it.

I needed to go into the spreadsheet to remove the "TBD" entries from the LY/YTD/Benchmark fields so that they were recognised as numbers not strings. I've also changed the default aggregation from COUNTDISTINCT to SUM as that was returning a count not the value.
I assumed that above benchmark was red and below was green? I've provided two options. Firstly to to colour all measure columns by the current month's performance against the benchmark. The second option shows colouring the measures independently by their performance against the benchmark. This uses a "forklift" method described here:
