    Two Color Conditions on Measure Values

      I'm not sure this is even possible and if it is it probably is not easy.  The attached 9.0 workbook is very customized via table calcs in plugging in measures as it is is a hard requirement that the table report layout look exactly like this.  The color requirement is binary based on simply whether the "change" in each measure from one year to the next increases or decreases.  For  those measures that are already defined as change, that is a no brainer.  But the other measures (ratios) which are absolutes for each year, how do I integrated this into one logic statement along with the change measures to place on my color mark.  The end result should look like the Excel image below:
