Zee. there is a view within the internal postgres repository that has most of what you need (_background_tasks).
select priority, title, subtitle, site_id, created_at, finish_code, job_type, progress, args, notes, started_at
from _background_tasks where job_type ilike '%refresh_extract%'
and created_at >= '2016-06-15'
I believe the progress column has -1 for pending, 0 for active and 100 for complete.
