Have you tried clicking on the label box on the marks shelf.
Clicking on Alignment will get you to the options you have to align your labels
If this does not work
Maybe you can do a dual axis chart but and put the label on the dual axis bar which can be hidden.
Let me know how you get on with the first option of playing with alignment options.
If this does not work please share a sample workbook and I can try work this out for you using dual axis charts

1) Select the bar you wish to move the numbers out of so that it highlights.
2) Hover over the number (percentage in your case), you should see that the cursor changes the move icon.
3) Drag and drop the number/percentage to the desired area on the page.
Tableau will automatically place the numbers where it thinks it is most appropriate but by doing the method above, you can drag and drop numbers to any location you want.

I have tried the first option but it didn't work.
The numbers in the worksheet look good but when I put it in a workbook as a floating sheet and adjust its size, the numbers will be shown inside the bar.
I think the reason is Tableu autmatically place the numbers where it think the best?
