Data reshape is necessary to calculate the store numbers on the day of inquiry.
If your production data source is DB, I suggest you use custom SQL to create the data set suitable for your calculation.
Hints are available here How do I create a Date field to show a timeline of events?
Since the sample data is Excel, I made a sample by using data blending,
1) manually made a union of "Date Notified" and "Soft Opening Date", and add it as a new data source (Union date);
2) used sheet 3 as a new data source (sheet3 Open)
3) blended the above two data sources.
Thus, according to the screenshot, on inquiry date 2012/04/05, there were 384 opening stores.
Details can be found in the attache workbook.

Hi, how do you manually make a union like you mentioned?
Just simply copy "Date Notified" and "Soft Opening Date" into one column, and remove duplicates, of course in Excel
Oh ok, well thank you. I thought you meant manually writing the SQL union code in Tableau. This is much easier.
