You have 2015 black victims on size. The scale is determined by the min/max values in that measure. You can click edit the size and change from automatic to range so the large size isn't so huge. You can also specify a fixed end to say maybe something like anything >50 is the same size.
You could also remove size completely and color on the percentage instead of the dimension.

Yeah completely agree with @ADAM CRAHEN. If you follow the instruction given by him you'll get something like this.
It looks good when you range the size. Start with 0 and End with 50.
You can create your own thresholds to color the circles. As for example:
if SUM([Percent victims black]) / TOTAL(SUM([Percent victims black]))<=0.0025 then 'green'
else 'red' end
Or you can simply drag it from the column shelf using Ctrl key to color in marks card.
