To answer you question there is a limit to which we can show the number of items in the legend. i have taken the count of customer which is 793 and I have taken the count of cites which is 531. Even If you highlight you will not be able to see the highlighted customers due to scroll. Same problem you will have with city. If you put customer in the color shelf there will be total 531 legend items on you dashboard which will eat up all the space available on the dashboard which is highly not recommended.
I would like to suggest you something very different from what you have asked.
I have created a calculated field which is giving me the initial of the letter of the customer name using LEFT([Customer Name],1) formula.
So once you click on Z all the customer with initial as Z will get highlighted.
I would suggest you to go ahead use the mentioned formula to get the desired result. Or else you can keep the customer in color and keep the calculated field as a filter.

Sorry to jump into this. Why are you putting Customers on colors? You'll get only 20 different colors max to max after that 1st color will repeat for 21st customer. You can ahead with Ashish Chaudhari solution but here also we have 26 letters in our alphabets for each letter there will a single color but after 20th letter same color will repeat. I hope

Here I dont want to highlight all customers with initial "Z", but a single perticular customer.
and that to without filtering anything.
