% of transactions that are within the specified service level

I am using Tableau in a service management application. I need to chart the % of transactions that are within the specified service level by week.

For example, if the service level is less than 2 hours and out of 10 activities on one day, 6 were performed in less than 2 hours, the measure would be 60%. The actual number of activities varies by week.

There is a line in the excel table for each service activity along with the time taken (example file attached)

I will use parameters in Tableau to set the service levels as this makes it easier to maintain.

I have tried to use this formula COUNT([Time]>[Limit]) but it is clearly wrong - it counts all items in the bin - not just those less than the "Limit" parameter!

I also looked at using the CASE function but that did not seem appropriate either as it wanted to see integers only.

Does anyone have a suggestion for the best way to carry out this calculation?
