You can use rank to get this.
Lets assume you've data like this
You can create a calc field using your vote measure with rank(). Drag this calc field to filter shelf and compute using option and filter only 1.
I've added table calc to get the % total for vote gain measure. Let me know If you've any query.
Thanks for the quick response. Sorry for didn't make it clear, my data actually looks more like this. I don't have that nice "Vote gain" column in the data source. Any suggestion on how to realize this?

Sorry to bother again but I have a similar yet more complicated challenge here - how to display the dominant answer for a multi select question. Take the same question as an example:
Q: What breakfast item to you like?
Options: Pancake, Waffle, Sandwich.
User can select multiple choices here, and the data is stored in the format below:
I want to show only
Pancake - (80%, 5 out of 6)

Which breakfast item do you like

I've done some formatting in your data.
I hope this is what you wanted?
Follow the steps to get the above out put.
First create three calculated measure to get the count of persons who use to have Pancake or Waffle or Sandwich
Once done then create another Calculated field where I've logically compare all these three measures to find out the mostly used breakfast by number of people.
Now get the % of people using below calc field
Now for the final view
