First create three calculated measure using the screen shots
Once you done then create a dummy calc field like this which will be use in your viz
Now drag Dummy measure to columns shelf three times like this. And Cat at row shelf. You'll get below attached view.
Right click on axis and edit it
first change the title to "RLDQ Score"
Now go to the second tab (tick marks) and select none
you'll get this view. Repeat the edit axis steps for others like location and policy in rest of the dummy.
Once done you'll get this view
Now in the marks card go to all and select the chart type from automatic to text you'll get below view
Remove the zero line from the sheets. Right click and select format.
Now main part of the viz select the first dummy from marks card and drag the measure to lebel and KPI to color. Follow the screen shot and change the colors manually.
Repeat the steps for location in Sum(dummy)(2) and Policy in Sum(dummy)(3)
Once done then you're sheet will be like this
You might be thinking why headers are at bottom. For headers at top you've to right click on the active sheet and duplicate sheet.
Now go to the duplicated sheet and from the marks card just remove the measures
After removing
Now create another string calculated field called "Empty"
Now drag this to label in the marks card for "All"
Now from the first sheet remove the headers
Your view will be like this
Now create a new dashboard
Drag the first sheet as tiled remove the title of the sheet and fit with width. You've to drag the header sheet as floating fit the entire view hide the title and just put above the scores and ajust the grid manually.
Now the final view gonna be like this
