You can do this via a parameter. When you add a reference line, in the "Value" section select Create New Parameter, name it, and select a value. Right click on that newly created parameter in the data pane (should be around the bottom left corner of your screen) and select "Show parameter control" and now anyone who views your report can adjust the goal.

Super helpful and a lot easier than I thought.
So question as a follow-up to that, If the customer inputs 0... I don't want anything displayed. Anything above a 0, I would like it to state "Goal Line"
I can make it say Goal Line, but I can't figure out how to have it say nothing if it equals 0.

There's not a lot you can do for dynamically formatting the label of a reference line unfortunately, but what you might want to do here is make it so people and only enter positive numbers into the parameter (I would assume their goal is always going to be *something*). You can right click on the parameter and select "Edit", then select "Range" from the allowable values list. You can set the minimum to 1 if you're going with an integer data type or .001 if you're going with float, so then no one can select a non-positive value in the parameter.
