Do you have an account that is a "Publisher" that you can log into and test?
This is very likely a permissions setting that is set incorrectly. Check permissions at all levels (Project, Workbook, & Sheet). Also when you go to publish from desktop did you review the add/edit permissions windows to verify the settings you believe are tied to the workbook?

Thanks for the reply. This issue still exists. Yes i tried testing from another publisher account and i was able to publish. However, both of us have the same permissions in the server "Server administrator". And to answer your second part, I couldn't even go to the window where i can choose /set workbook level permissions. I get the message when i say "Publish workbook". So its not even the window step that i got to go to. Its a mystery to why only i am having this problem with the highest permission.
I looked into this and tried to replicate the error. I have not been successful at replicating this type of error. I recommend submitting a case to our support team. I will recommend to delete your user name from Tableau server, save and then add your user name again to see how it goes.
