Yes you can exclude zero from measure values like as per your workbook in the filters you have the dimension, right click on the dimension and edit filter and go to the Condition tab in that write a formula in the By Formula space like below:
Also when I able to open your workbook it is showing an error as cannot connect to data source or access denied. As I see the connection is live, take extract of the connection and save the workbook again (.twbx) and share again.

I have loaded workbook again without a live connection.
I don’t have the option to add a conditional filter to the measure.

It may have been your intention, but I thought I should let you know.
Conditional by Formula as i mentioned in the image is possible only on dimension in the filter shelf or right click on the dimension and select filter.
Thankyou for your suggestion however I haven't been able to get it to work. If the condition is true it is hiding all rows not just the affected row.
Are you able to show me a solution in the sample workbook that I attached.
