Usually in Tableau Server, you can manage the permissions for individual views in a published workbook by navigating to the 'Views' page of the desired workbook and selecting the '...' icon in the upper right corner of each view in the workbook. The permissions for each individual sheet can then be managed independently of each other, and should allow for multiple users to see or be denied access to various views in the workbook based on those view-specific permissions.

Unfortunately, that is correct. When a workbook has "View sheets as tabs" enabled, the specific views' permissions are disregarded and the workbook's permissions are evaluated instead.
