thanks all, that has got me started and I may use a mix of both as I do need to keep the bulk of agencies with their existing sector
One additional question - is creating the dimension via a calculation likely to cause any performance problems?

I dont think so, though having all your dimensions readily available is an ideal scenario and would give best performance but a light calc such as this one will have negligible impact on performance.
P.S : If you are satisfied with the answers in this thread, then mark them as correct answer/s.
thanks again all, the final code I will use is this:
if [Agency]="Ausgrid" then "SOC"
ELSEIF [Agency]="Delta Electricity" THEN "SOC"
ELSEIF [Agency]="Endeavour Energy" THEN "SOC"
ELSEIF [Agency]="Eraring Energy" THEN "SOC"
ELSEIF [Agency]="Transgrid" THEN "SOC"
ELSEIF [Sector]="Government" THEN "Government"
ELSEIF [Sector]="Councils" then "Councils"
ELSE "Others" END
