- Check permissions for the Projects that she can publish to.
- During times that she cannot publish make sure she can access other network locations or web sites. If she's unable to then it's a networking issue (is she wireless and/or using a VPN?)
- What is the EXACT version of the Tableau Server she's trying to connect to and what is the EXACT version of Desktop she's using? "The latest version" isn't exact, especially if someone should come back at a later date with the same issue.
She's having publisher role, she's connecting from office network, and there is not problem with the version of her desktop and server
What version of Desktop and Server?
Have you tried a different web browser?
Can you change role on server to interactor... save, test the publish capability (should not work!). Then change role on server to publisher... save and test.
Screen shots of edit permissions window will be helpful as we can then verify everything looks good.

Once again we faced this issue, this time the site administrator tried to publish the workbook.
When he selects Server>Publish Workbook on Tableau Desktop, nothing happens. If he does Server>Sign Out and then
Server>Publish Workbook, the Tableau Server Sign-In window pops up, but when the URL is entered and we click Connect, then nothing pops up again.
Not sure, why this occurs.
I recommend contacting Tableau Support.
