No this is not available in tableau.
As Sankar says you can't (as a default) feature link the axis range to a parameter...however there is a workaround
If you create a calculated field in the form
IIF(SUM([Value]) < [My Axis Range Parameter], SUM([Value]),NULL)
and plot this measure instead, this will no longer plot any points above [My Axis Range Parameter]
One word of warning! if you want things like Averages you need to use the original field to create these
If you want to still keep the marks plotted you can do
IIF(SUM([Value]) < [My Axis Range Parameter], SUM([Value]),[My Axis Range Parameter])
...This way all marks > [My Axis Range Parameter], will get plotted at [My Axis Range Parameter]. Another possible solution could be dragging on filter both "Percentage Sales" and "Count" and then show the filter, this will allow the user to select a favourite interval for both the axis!
