I'm not sure I fully understand your situation. However, if your data is from a live server source, it sometimes won't let you change the fiscal year start. When that happens I duplicate the date field renaming it something with FY. Then set the Fiscal Year Start to August. At that point you should be able to use the date field in your view and just show the quarter of data you want.

Thank you for your responses. So basically I am tying to get the latest fiscal quarter start date rather than the latest calendar quarter start date. For instance, DATETRUNC('quarter', max([Clndr Dt])) would give me January 1, 2016 but that is not the latest quarter start date for the Fiscal Year. I want to get the latest quarter in the Fiscal Year which is February 1, 2016. I hope that clarifies it.
Nearly always a packaged workbook helps.
You can do some calculations to get to the start of fiscal quarter. Here is the Superstore data set where fiscal start is August.
A date July-2016 will belong to fiscal year which started in 2015 and will have beginning quarter of 1st of May.
