Why cant you use a parameter rather than using a filter. This way you can define what comes into 'All' and also you can exclude any value which you don't want.
Of-course it takes a bit of time, but you get to customize exactly the way you want.

Sorry, but i'm note sure that i understand what you mean. My filter is based on a Dimension that contains 4 "target group"s, and i want to hide "target group 3", but not change the "all"/total value.
The main thing is that the customer wants to be able to choose the target group using the filter, but they don't want to see "target group 3" in the filter list. Hope that makes sense.

Create set and only add needed values.
Move this set to filter and select members in set option as well as show the quick filter.
Now you can get all as well as 3 values in view as well filter.
