Tableau URL actions arn't terribly specific unfortunately. They seem to filter at a fairly high level, like a datasource filter.
One thing you could do to bypass this is use a parameter in Tableau that only affects the specific sheets you want to filter.

Perfect! would you mind helping me understand the logic?
Lets say i have 2 worksheets that take [Country], i only one to be affected.
Instead of using [Country] i would create a parameter [Choose] and create a CASE to make [Choose] select the [Country]. This way when i pass [Choose] via URL it will only affect that worksheet?
but the worksheet itself can still contain [Country] and be used to filter the other worksheet which wouldnt be affected because it does not have the parameter field [Choose]?

Exactly! You'd apply the new calculated as a filter only to the worksheet you want filtered, and it just need something like this:
[Country] = [Choose]
