This may be done differently depending on the structure of your data. This post came before me: Padding and Working with Null or Missing Values | Drawing with Numbers
So in order to understand the logic you may want to start there. Until then try:
What this is essentially doing is looking up a value for every cell, if it can't find it will return null instead of blank. Then the ZN() function returns 0 for nulls. The if you colour by this new calculation and keep your actual value for the labels you will treat the blanks as 0s and with the green to blue diverging the 0 can be white. (consider changing that green to blue as it is a nightmare for the color blind).
