There was no dimension on the sheets. Therefore, technically, there are no individual rows.
I created a bogus dimension [A] and added it to the sheet.
When there is a dimension on the sheet, THEN when the filter has no rows, the entire sheet goes blank.
Note: Just uncheck "Show Header" for a dimension you don't actually want to see on the sheet, and you'll get no label or other indication on the Viz that this dimension is involved.

I did what you sad, but my dashboad is still different from yours. My visible sheet is not using the entire container space.
I think is something related to the layout container.
I put another workbook with the changes.

It was missing a resize in the sheet.
Click in the space where sheet-1 is taking up space when you have sheet-2 selected. In the upper left corner of that one you'll see a little white thumb tack icon. That means the space for that sheet has been marked as "Fixed Height". Two ways to turn that off.
1) Just click the little thumb tack.
2) In your layout box on the dashboard, expand the layers of containers until you make Sheet1 and Sheet2 visible in the layout editor. Right click Sheet1. You'll see that "Fixed Height" is marked. Un-check it.
