Tableau will do what you tell it to do.
Sometimes what you tell it to do conflicts with something else you tell it to do.
When you add an action filter, you see "Action([filter field(s)])" on your filter shelf for each action. You can actually do "Show Quick Filter" on those, and display them on your dashboard. Give it a try -- not as a solution here, but to let you see what the filters are doing and let you see if you are introducing conflict with both of them.
For the record, I have put multiple actions on a destination sheet, and successfully had them work with each other.
Consider displaying yours while you debug this issue. Play with the options for "Clearing selection will:" and see how the actions interact too.
I see what I am doing wrong, I have an All filter that's overriding my set filters. I corrected it by just keeping my set filters.
