In you case, I recommend you pivot the data first.
Now you can use "Pivot field Names" as filter of "Year"You can also change the field name as you like.

Not to be a bother, I was hoping to take it a step further.
A colleague of mine had a partner who create a map what was able to toggle by a drop-down by year,
Essentially, I will be exporting this to PowerPoint or excel. Is there a dashboard option or some mechanism where another people can easily toggle between the year? Since this will be for the "lay" person.
I will also be color coordinating each value for all respective counties, but I think I can get that down, for now--- hahaha!

I am assuming I have to use the calculated field if I want to manually edit the color scheme of my map. Currently, it has automatically created cut-off points, and I would like to edit those cut-off points.
How would I be able to do that?

I apologize, I should have been more descriptive.
How am I able to set one range a certain color, another range another color, etc...
For example, anything less than 7.0 is light red, anything between 7.0 and 10.0 is red, and anything above 10.0 is bright red.
