If both the actual worksheet and the text box are floating, you can select the floating order of the text box to be sent back and place the actual worksheet overlapping the text box.

While your suggestion is a work-around, that's not the solution I was looking for.
I don't want to float my charts, which creates too much hassle setting up the dashboard as a whole.
Hi you want to hide the dashboard which does not have data . you can use sheet selector concept and can hide the dashboard which does not have data.
