I just did "invert" your original view in terms of Dimensions vs Measures.
Please notice that there are now Dimensions (Green Pills) on both Rows and Columns.
If you check their properties on a view (by clicking a "carrot" on the right end of a pill)
you could see that they both flagged as Dimension. So they define a view granularity,
which is how many Marks would be on a view depends on unique combinations of their dimension values.
Also notice that a Distinct Count of [Proj ID] is used as an (aggregate) Measure on a view --
for each Mark to have a size proportional to a count of unique [Proj ID] aggregated into this Mark.
This understanding of Dimensions vs Measures (and also Continuous==Green Pill vs Discrete == Blue Pill)
